The line between continuity and stagnation is a fine one. Those interested in public policy and accelerating economic growth and job creation have to hope that the election of Hifikepunye Pohamba by the Swapo Extraordinary Congress will lead to a less authoritarian style of leadership that allows political talent to thrive and policy design and implementation to improve.
