Namibia in the NewsSWAPO'S newest fanatical firebrand may be in parliament next month.
Paulus Kapia, Swapo Youth League Secretary and one of the ruling party's fervent advocates, is next to appear on the ruling party's list of National Assembly candidates which was drawn up before the 1999 elections. Swapo Secretary General Ngarikutuke Tjiriange said yesterday that the party's parliamentary caucus would still have to meet to decide who will replace former Deputy Minister of Finance Rick Kukuri. Tjiriange did not mention names but pointed out the old "practice" of moving the person next on the list into the legislature was likely to be followed. "That is the practice," said Tjiriange. If the custom is honoured, Kapia will be initiated into the world of law making. It will be a two-month stint before parliament is disbanded ahead of the general elections in November. Kapia is number 62, and did not make it into the National Assembly after Swapo got 55 seats in the 72-member chamber. With other candidates having moved off the list ahead of him he is now in line for the National Assembly. He will follow Ella Kamanya, number 60 on the list, and Daniel Kamho, the former mayor of Swakopmund, who died recently. Kapia ranks high amongst ruling party leaders who tend to make emotional speeches or statements. He could not be reached for comment about his likely change in status.
